The Rt. Rev. Phoebe A. Roaf, Bishop
The Rt. Rev. Phoebe Roaf, a lifelong Episcopalian, grew up in Pine Bluff, Arkansas. Following her work as a public policy analyst and attorney, she was ordained as a priest in the Diocese of Louisiana. She served as Associate Rector of Trinity Episcopal Church in New Orleans, Louisiana and Rector of St. Philip’s Episcopal Church in Richmond, Virginia, prior to her ordination and consecration as the fourth Bishop of the Diocese of West Tennessee on May 4, 2019. Bishop Phoebe is a graduate of Virginia Theological Seminary.
During her tenure in West Tennessee, Bishop Phoebe has focused on supporting small congregations and initiatives for children, youth and young adults. She has also encouraged the diocesan leadership team to reconsider the function and role of a diocese through participation in the Diocesan Leadership Initiative and the Diocesan Vitality Initiative. She is a board member of the Joint Audit Committee of The Episcopal Church and the Gathering of Leaders, and she served on the Joint Nominating Committee for the Election of the Presiding Bishop from 2021 to 2024.
The Very Rev. Dr. Noah Campbell, Cathedral Dean
The Very Rev. Dr. Noah Campbell assumed the role of Interim Dean at St. Mary's Episcopal Cathedral on November 1, 2024 and was appointed Permanent Dean on June 7, 2026.
Before serving at the Cathedral, Fr. Noah was the College Missioner at the Barth House Episcopal Center, where he was deeply engaged in providing an Episcopal presence and ministry to students at the University of Memphis and other institutions of higher education across Shelby County. He also served as Vicar of Church of the Good Shepherd from 2020 to 2024.
Noah was ordained as an American Baptist Church minister in 2002 and an Episcopal priest in 2016. He served as Executive Director of the Memphis Center for Food and Faith from 2012 to 2018 and is an adjunct professor at Memphis Theological Seminary.
Rev. Kathy McGregor, Deacon
Rev. Deacon Kathy is a graduate of Iona Arkansas/Seminary of the Southwest, was ordained to the diaconate in 2021, and served as deacon at St. Paul’s Episcopal Church in Fayetteville, Arkansas before returning home to Memphis in 2024.
She is the founder of the Prison Story Project, a ministry that serves the incarcerated, reminding communities of the humanity of our incarcerated brothers and sisters. She continues a ministry she established with men on Arkansas’ death row in 2016, and looks forward to expanding a prison ministry in the West Tennessee Diocese.
